Helen Marie Foster-Shiner passed away peacefully in her home on October 22, 2023, at the age of 82. She was born on October 21, 1941, in Hermosa Beach, California. Visalia has been her home for the last 53 years. Helen is remembered as a strong, independent woman of faith. She raised her four young children after being widowed at the age of 39. Her children and grandchildren were her main focus. Nothing meant more to her than her family. 32 years after losing her husband, she met, fell in love, and married Gates Shiner. They spent the last 10 years together. Helen worked at Visalia Unified School District, giving 18 years of dedicated service. She was adored by those she served and worked with. She exuded goodness and charity to everyone around her. She was loyal, dedicated and devoted to her faith as a member of the Church of Jesus Christ of Latter-day Saints. She was truly a woman of God. Helen loved all animals, especially dogs, her turtles, and the hummingbirds in her secret garden. She rescued and adopted many animals throughout her lifetime. She is survived by: Gates Shiner (husband), Joan Syme-Badders (sister), Michael Randall and Sheila (brother), John Randall (brother), David Randall and Susan (brother), Shelli Garrett and Dave (daughter), Jeff Foster (son), Andrew Foster (son), 12 grandchildren, and 7 great-grandchildren. She is preceded in death by Roger Foster Sr. (husband), Roger Foster Jr. (son), and Tyler Garrett (grandson). Services will be held on Friday, October 27, 2023 at 10:00 a.m. at the Church of Jesus Christ of Latter-day Saints, 4000 W Caldwell Ave., Visalia, CA. Burial will follow at Woodville Cemetery.
